The OpsReady Martyn’s Law Preparation Pack is a practical collection of editable templates, completed examples and guidance designed to help UK businesses, venues and organisations begin preparing for the requirements of the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law.

The Act applies across the UK and introduces duties for certain publicly accessible premises and events. Standard-tier premises are generally those expecting 200–799 people, while enhanced-tier premises can reasonably expect 800 or more people at the same time. The legislation also requires appropriate public protection procedures, including evacuation, invacuation, lockdown and communication arrangements, so far as is reasonably practicable. GOV.UK

The Security Industry Authority will regulate Martyn’s Law, with commencement currently expected in spring 2027. GOV.UK

Evacuation, Invacuation & Lockdown

The Terrorism (Protection of Premises) Act 2025 received Royal Assent on 3 April 2025. The Home Office published statutory guidance in April 2026, most recently updated in August 2026, and the substantive duties are expected to commence in spring 2027. GOV.UK

This pack is designed as a preparation and organisational resource.
